Deputy Undersecretary of the Bureautocracy of Blackwater

You are Undersecretary to the Minister of State for the Bureautocracy, who has been negotiating the treaty. You know that the Minister had successfully organised the treaty with the Ambassador of Verdigris, however, you do not know what the details were. In truth, perhaps the details had not been fixed.

You were outside the negotiation building, taking a long-deserved break from the stresses of negotiation, when you heard an explosion. The building had blown up. A bomb! Or perhaps something else.

Sam, the Aide to the UN Mediator, was outside the building with you, listening to a portable radio. You have heard that help is coming. Also with you is Jo, Assistant Attache to the Ambassador of Verdigris. You three are the only survivors.

You three have little time to organise a new treaty. This must be done before help arrives, since it has been announced, and your name and the fate of your people, the Bureautocracy, depends on this treaty.

You are afraid that a lack of water in the Bureautocracy will cause your country to fall back into poverty, social distress, crime, disease, and the breakdown of society. You are afraid that Sam, the Aide to the Mediator, might not understand the intricacies of the situation. Jo says that they were outside to drink coffee, but why would they be getting coffee from outside the building? Who blew the building up? You have a briefcase of impenetrable legal documents.
